Delivery Team

The asset engineering team are responsible for developing the programme of works and implementing renewal and upgrade schemes through the procurement of design services.

This work includes

  • Identification and prioritisation of future schemes
  • Value engineering and value management of schemes
  • Preparation and submission of bids for future schemes
  • Procurement of design services - unitary authority and private consultants
  • Procurement of works through framework contractors
  • Tender procedures
  • Development and management of the annual and 5 year capital programme
  • Contract management and performance measurement

Works identified by the Area Operations Teams and the Asset Mmagement Teams are passed to the Asset Engineering Team where they are developed and processed through the Welsh Government's value management software as part of the submission for bidding for funds.

*Design services are procured through Service Level Agreements with both public sector and private sector design consultancies. The team is responsible for issuing design briefs and monitoring the performance of the service providers.

Works are delivered by a number of contractors across the network using framework contracts under the NEC Conditions of Contract. This allows the team to work closely with the contractors and enables a coordinated approach to programming works on the network in order to minimise delays and disruption to the travelling public.

A close working relationship between members of the team, the design service providers and the framework contractors ensures that available funding is used efficiently and effectively and that works are delivered on programme without causing undue delays or disruption.

The programme includes both maintenance and improvement schemes for roads, bridges and lighting, ranging in value from a few thousand pounds for a minor improvement up to one million pounds for major maintenance or improvements.

The programme for 2006/7, the first year of operation for the South Wales Trunk Road Agent included a total of 286 schemes across the network.
